One of the best way to learn C++Builder and C++ is with Embarcadero’s RAD Studio, a powerful Integrated Development Environment (IDE) and a robust set of libraries and frameworks that makes building applications easy. C++Builder in RAD Studio is a commercial product, but is available for most education uses for free. Additionally, it has a free community edition.

All the features of the Professional edition of C++Builder available with a free license if you have your own or a dedicated PC. You install a named license after you register online. There are restrictions on the use of this license. These are clearly explained upon download. This is ideal for student’s home projects or in a setting where you can have a dedicated PC.

Embarcadero Dev-C++

Embarcadero Dev-C++ is a new and improved fork (sponsored by Embarcadero) of Bloodshed Dev-C++ and Orwell Dev-C++. It is a full-featured Integrated Development Environment (IDE) and code editor for the C/C++ programming language. It uses Mingw port of GCC (GNU Compiler Collection) as its compiler. Embarcadero Dev-C++ can also be used in combination with Cygwin or any other GCC based compiler. Embarcadero Dev-C++ is built using the latest version of Embarcadero Delphi. Embarcadero Dev-C++ has a low memory footprint because it is a native Windows application and does not use Electron.
